The Directorate of Water resources is an agency under Ministry of Agriculture and Rural development performs the function of advising and assisting the Minister of Agriculture and Rural Development in state management and law enforcement on water resources, dikes, natural disaster prevention and control, rural water supply and sanitation nationwide; implement public services on water resources, dike management, disaster prevention and control, and rural water supply and sanitation as prescribed by the law.
Tasks and mandates
1. Consult and assist the Ministry of Agriculture and Rural development with as follows: these following activities
a) Drafting acts, resolutions of the National Assembly, Ordinancesordinances, resolutions of the Standing Committee of the National Assembly, government decrees and resolutions, directives and decisions of the Prime Minister, institutional mechanisms, policies and other legal documents under the jurisdiction of the Directorate
b) Strategies; planning; long-term, medium-term and annual plans; and other key national programs, projects, schemes and structures under the jurisdiction of the Directorate.
c) National standards, technical procedures, technical regulations and water resources specialized economic norms under the jurisdiction of the Directorate.
2. Disseminating, communicating popularizing and educating about the legal documents and state management activities of the Directorate; Guiding, inspecting and organizing the implementation of legal documents, mechanisms, policies, strategies, planning, programs, projects, schemes under the jurisdiction of the Directorate.
3. Developing, reviewing and adjusting Basin-based water resource plans, regional plans and irrigation system plans for more than two provinces;
4. Developing solutions to ensure safety and solve problems related to inter-provincial hydraulic works and major nationally important hydraulic works under the management of MARD as prescribed by the law; Operation procedure manual for hydraulic work systems, reservoir operation procedure, dam safety ensuring measures, flood prevention and control for the downstream; inspecting dam safety;
5. Developing and adjusting plans on flood control for diked river in the whole country; developing and adjusting plans on dikes; publicizing the plans and revised revising plans on diked river throughout the country.
6. Planning on disaster management; solutions to mobilize resources, materials, and means to prevent, control and recover from natural disaster, especially for dikes and hydraulic works;
Make overall report Synthesize reports, assessing the damages caused by natural disasters in the whole countrynationwide as prescribed.
Instructing and inspecting the implementation of regulations on flood emergency cases, evacuation and support measures to protect the production and people’s livelihood; preventing, controlling and recovering from impacts of natural disaster on dikes and hydraulic works
7. Instructing and inspecting the planning, construction plans, operation management, exploitation and protection of water supply, water drainage and rural sanitation systems; socializing(privatize) the rural water supply process.
8. Managing construction and investment as assigned by the Minister of Agriculture and Rural development and the provisions of the laws
9. Implementing the tasks of Central Standing Committee for natural disaster management.
10. Implementing other tasks as assigned by the Minister of Agriculture and Rural development.
1. IMPROVE THE EFFECTIVENESS EXPLOITATION AND MANAGEMENT FOR HYDRAULIC SYSTEMS
- For the on-farm in-field hydraulic work systems
Improve in-field hydraulic work systems to enhance the agricultural productivity, product’s quality and effectiveness to meet the demand of support the requirements of agricultural sector restructuring in accordanceassociated with the new rural development.
Strengthening the local irrigation management organizations at the local level.
Review, strengthen and organize the local cooperatives following established theon the principle of mutual interest, equality, co-ownership and supportiveness between cooperative members to benefit all members; at the same time, incorporate local irrigation management activities with new rural development.
Based on particular natural, economic and social conditions and the scale of hydraulic works systems in each region, to propose different organization models will be proposed: multi-service cooperatives, water service cooperatives, water user association,… Develop a coherent institutional system to support and strengthen their organizational structure, management and services delivery capacity to sustainably develop the local irrigation systems.
- For Irrigation management companies (IMCs)
Continue to invest in upgrading the systems: rehabilitate canal systems, canal related hydraulic works; construct new canals, pumping stations to expand the irrigated area and improve capacity of the drainage systems; priorities given to hydraulic work systems in the Central region, the Central Highlands and the Mekong river River deltaDelta.
Invest in the hydraulic works that canto improve the capacity to provide revenue generating services such as water supply for domestic, industrial and service use, high-value-added agricultural production; increase revenues, reduce subsidies from the state budget and motivate the improvement of hydraulic work management and exploitation effectiveness.
Give priorities to high-tech equipment/facilities to improve the drought, saltwater intrusion and inundation forecast in the system of hydraulic work operation and management.
Improve the effectiveness of hydraulic works management: transform the hydraulic work management and exploitation mechanism from planning allocation to contract ordering; encourage expansion of paid services, priorities given to domestic, industrial, service and high-tech agricultural production; implement advanced management procedures to improve the efficiency and productivity of business.
2. DEVELOPING IRRIGATION FOR UPLAND CROPS
Large-scaled and synchronized implementation of advanced and water saving solutions in order to improve the productivity, quality, and efficiency while reducing risks for high-valued crops; promote the development of manufacturing technologies to provide equipment for advanced and water saving irrigation services.
Construct hydraulic work systems to create water sources for industrial plants areas, supply water for slope areas to increase the cultivated area, crops for effective and sustainable exploitation of slope area, poverty alleviation and deforestation reduction for the Northern mountainous area and the Central region.
3. DEVELOPING WATER RESOURCES INFRASTRUCTURE FOR AQUA-CULTURAL PRODUCTION
Construct reservoirs accordingly to the existing plans, integrate these reservoirs to maintain stable water sources, construct water delivery systems to supply water for industrial zone, services, agricultural and aqua-cultural production in the coastal area which can reorganize aqua-cultural production activities towards water saving aquaculture and post- cultivation water treatment.
Implement sustainable solutions for to utilize water resources infrastructure for agriculture: Investing in infrastructure to actively extract water (fresh and salty water), in coordination with water saving and waste treatment solution to ensure clean water environment for aqua-cultural production zones and concentrated industrial fish farming areas (focusing on catfish and brackish water aquaculture).
4. ENHANCE DAM AND RESERVOIR SAFETY
Strengthen state management for dam safety, ensuring thorough dam safety management for planning, survey, designing, constructing and managing operation activities; continue to review and improve the design standards and regulations in the context of climate change; access to international experiences.
Improve safety for the downstream regions: enhance the cross-sectoral coordination for flood warning and forecast, reservoir operation, and flood control for the reservoirs’ downstream areas
Enhance the flood and storm forecasting capacity, effective reservoir operation, multiinter-reservoir regulation for flood discharge, towards real-time operation; Improve monitoring and observation devices; increase flood discharge capacity for large reservoirs according to international standards; improve the flood discharge capacity of medium and small reservoirs and continue to carry out dam rehabilitation and upgrade.
5. IMPROVE THE NATURAL DISASTER MANAGEMENT CAPACITY
The Directorate of Water resources Resources is assigned the task of supportingto consult the Minister of Agriculture and Rural development in state management and law enforcement for natural disaster prevention and control regulated by the law by the Government. It also holds the standing office of the National committee for natural disaster prevention and control.
Continue to implement objectives and tasks stipulated by the Strategy on Natural Disaster prevention, control and mitigation; Review review and adjust the Strategy on Natural disaster prevention and control in accordance with the Law on Natural disaster prevention and control and new required tasks required byof the government
Develop a plan on disaster risk management and the plan on integrated flood management for river basins; develop plans and road maps. Priorities are given to these following tasks:
Improving Improve the institutional capacity for Natural disaster management committees at different levels
Develop and review planning activities, plans on disaster risk management; priorities are given to flood maps, hazard maps for storm and rising sea level; develop reservoir and flood control facilities operation manual for reservoir and flood control facilities
Strengthen the capacity for early flood warning; improve the installation of reservoir, flood and inundation monitoring and observation equipment; collaborate with the Ministry of Natural resources and Environment to enhance the meteor-hydrological monitoring and forecasting systems; priorities are given to rivers and reservoirs in the Central region
Raise awareness about community-based disaster risk management; improve the implementation of The Scheme on “Raising communities’ awareness about Disaster prevention, control and mitigation” in accordance with the Decision no. 1002/QD-TTg dated 13/7/2009 of the Prime Minister.
Improve Consolidate the flood warning information system; review post-flood rescued and recovery policies; continue to implement structural measures, especially reviewing structures which hinder the flood discharge capacity of the downstream. Review the planning, enhance flood retention capacity, keep space for water in river basins, flood retention pond system for urban and rural areas; continue to study on possible major flood prevention measures, priorities given to the Red river basin, Saigon-Dong Nai river basin, Ma river basin, and Ca river basin, etc. Enhance the mega-storm management capacity.
6. STRENGTHEN THE CAPACITY FOR RIVER AND SEA DYKE MANAGEMENT; RIVER BANK AND COASTAL EROSION MANAGEMENT
Continue to strengthen the capacity for studying and forecasting impacts of Climate Change, upstream development and downstream activities (such as ground water exploitation and ground subsidence) on the hydraulic work systems, for instance river dyke, sea dyke, pumping stations, sluices, gates… to propose adaptation and mitigation measures
Improve the erosion management capacity in order to quickly handle any problems, erosion treatment on the with the management principle of river and sea trainingtreatment. Promote environment-friendly measures, using wave wash protection trees and mangrove forests to manage erosion.
Conduct studies to improve the flood control planning for major cities and rural areas; implement flood control measures for urban and rural areas.
7. INTERNATIONAL COOPERATION
Cooperate with other ASEAN countries in developing strategies and solutions to response to natural disasters such as mega storms, floods, earthquakes, tsunamis, etc (ADDMER agreement); Promote cooperation in ASEAN region and worldwide for natural disasters prevention and mitigation.
Cooperate with many international donors such as WB, ADB, JICA, JWA, AFD, KOICA, AUSAID, etc… to improve the capacity of water resources management agencies and local authorities through international workshops, seminars and conferences to introduce new technologies and management expertise of developed countries: Ensuring Ensure dam safety, early warning for flood control, climate change, clean water supply, water saving irrigation, etc.
Consult the Ministry and Government about signing loan agreements between Vietnamese government with the World Bank and Asian Development Bank to to implement supportthe rural water supply and sanitation programs. Receive the funding fund sources and implement rural water supply and sanitation activities for provinces.
